THE Citizen article on a proposed town council for Morecambe glosses over several issues.
In the first instance, the vast majority of attendees at the public meeting last week were from the Poulton Residents Association, which suggests that any council will be Poulton focused.
Secondly, no-one would answer my question on the potential cost to the local ratepayer in the five Morecambe wards. The special expenses' referred to by Cllr Archer are currently spent on parks and gardens - and there was no commitment from Cllr Archer that a town council would take on this function.
Thirdly, there was no clarifi-cation on the relationship between a town council and Poulton Neighbourhood Manag-ement or the West End Partner-ship. Clearly a duplication of services would be costly.
Moreover, if a Poulton based council does not want to take on the management of the parks and gardens, I'm sure the West End Partnership would relish the opportunity to do so.
Should Lancaster City Council wish to devolve a budget for the management of Regent Park and the promenade gardens (from the Midland to the Battery) then I, as chairman of the WEP, am ready to negotiate. And I would suggest a similar body to manage and maintain Happy Mount Park, which would leave a Poulton council to focus on gardens around the clock tower.
