THE IMPACT of Covid on Lakes Parish Council’s finances is less than had been feared, and the council hopes to break even on its White Platts recreation ground and even make a small profit, members heard at last week’s hybrid council meeting.

Clerk Michael Johnson said toilet income was down but not as far as expected and Lakes had received £6000 to help sustain its losses from a discretionary SLDC Covid fund.

Despite LPC’s strong financial position, plans to instal CCTV on Compston Road and Lake Road have been put on the back burner, after the estimated cost of £10,000 doubled to £20,000, taking into account installation, ongoing annual maintenance, updating of hardware, insurance and electricity running costs.

Members felt it was of limited value and too big a commitment at this time, and the grant of £6,000 from Cumbria’s Police and Crime Commissioner will be returned.

The council is also setting up a White Platts performance monitoring group.

Councillor Paul Truelove led Lakes PC’s dismayed response at approval of plans to develop Waterhead Marine into a holiday park with five 2-storey holiday lets, between two replacement 4 and 5-bed houses, plus redevelopment of the marina to provide 47 mooring berths.

Lakes PC’s objections were on the grounds of inadequate parking, over-development, and road safety at a dangerous and narrow point of the A591.

Cllr Truelove said it had been a very unwise and perverse decision, with buildings covering the entire site. Concerns had also been raised by the National Trust and Friends of the Lake District as well as CCC Highways, although their objections were withdrawn just before approval was given.

Cllr Truelove said cyclists would lose the existing cycleway, and boat traffic would have to reverse across the A591 causing hold-ups. A judicial review challenging the decision was not possible because of the cost to Lakes PC.

However, the Council intends to ask LDNPA to respond to its objections, and follow this up with national publicity, highlighting Lakes PC’s objections to such a development on the shores of Windermere.

Councillors will monitor a proposed forest road through woodland at White Moss car park.

The Council is to ask for regular reports from the University’s Ambleside campus staff on how students are being affected by Covid-19.

Ambleside’s Parish Centre community hot meals scheme, in partnership with Windermere School is to continue over the winter months, subject to funding and availability of volunteers.

The scheme delivered over three thousand 2-course hot lunches to those self-isolating, elderly, or housebound during lockdown from April-July.

Lunches would be cooked in Windermere School kitchens and delivered on Tuesdays, Wednesdays, and Thursdays each week, with a three-week cyclical menu, costing £4.50 per head per meal. Windermere School is gifting its time and equipment and meal deliveries are planned to start from Tuesday November 3 until February/March 2021.

The Parish Centre’s community grants scheme which supports the cost of transport for patients to medical appointments has given grants for 90 journeys in the past 13 months.

Despite the pandemic, it contributed towards the cost of travelling to medical appointments for 53 men and 37 women, aged from 9 to 88, and continued fundraising during this time.

The total spend so far has been £2,990, with the busiest months being November 2019 and January 2020.

Some 29 journeys were to Lancaster at a cost of £870, but by far the most expensive travel continues to be for cancer treatment at Preston, helping patients on 28 journeys costing £1,260. Funding help has come from Ambleside and Ambleside/Kirkstone Rotary clubs, Lakes Parish Council, Cllr Malcolm Lamb’s SLDC localities budget, Ambleside and Windermere Lions and the Agnes Backhouse Trust.

More funding is needed especially now that even routine operations require extra pre-surgery visits for Covid tests. Travel to routine testing isn’t covered by the scheme.

FIONA BRUCE and the Antiques Roadshow team have been filming at Windermere Jetty Museum, valuing family heirlooms and missing masterpieces.

The show which has been running for more than four decades, was filmed over two days this week on a closed set with a small invited audience only, to ensure the safety of guests, production and the wider public.

Two programmes will be recorded at Windermere Jetty Museum and the first one will be on BBC One early next year.

BOWNESS and Windermere Forward (BWF) board agreed to create an event that supports the community and encourages visitors to the area out of season in a way that is Covid secure, engaging and collaborative.

Residents and businesses will be encouraged to create a window display and create ‘Windowmere & Bowness’ celebrating the theme – Winter Warmth & Wonder.

BWF will partner with Window Wanderland, a non-profit community arts company to deliver the event. When residents and businesses sign up to take part their location will be added to the ‘Windowmere’ map and they will receive a welcome pack to access window inspiration. A downloadable map will be created to form the ‘Windowmere Trail’ for both residents and visitors to follow.

Prizes will be offered by local business donations and the participating windows will be judged on the 14th of December by BWF Board members.

The event is low cost as residents and businesses themselves decorate their windows, however design ideas, material advice and encouragement will be shared via the associated social media engagement.

The event will be over the 30th November 2020 to the 3rd January 2021.

FOR further information, contact the Chair of BWF at chair@bwforward.org.uk or the Secretary of the Windermere & Bowness Chamber of Trade at adrian@wbcoft.org.uk.
