Law change to safeguard affordable housing stocks

The Government has banned residents of homes part-owned by housing authorities, from buying up more than 80 per cent of their properties. And if they are allowed to acquire 100 per cent of their houses, they will have to sell them back to the association that supplied the house.

The rules, brought in as part of the Housing and Regeneration Act on Monday, apply to ‘protected areas’ where affordable housing is in short supply - including larger towns such as Ulverston, Kirkby Lonsdale and Sedbergh and smaller settlements like Shap, Satterthwaite and Wray.

Westmorland and Lonsdale MP, Tim Farron, welcomed the move, saying it would help prevent affordable houses becoming second homes.

“We used to have around 11,000 council houses in this patch and now there are only about 3,500. We don’t want the same to happen with affordable housing. This is a way of ensuring that a house will remain part-owned by a sheltered housing association or charity and that when the occupier decides the time has come to sell-up, the new buyer will only be able to get their share. Either that or the housing association buys the property back.

“It should have a positive impact on the number of affordable home that are sold on as second homes and it should ease some of the fears of residents already living in towns and villages were we want to build more, that they any new builds will ultimately become second homes.”
